An accepted framework to use to help achieve effective goals is the “SMART” method used by many. Just get the customer define the following for each subject Area where CPM needs are to be measured for a set of KPI’s defined by consultants:
S - Specific
M - Measurable
A - Achievable/Attainable
R - Results oriented/Realistic/Relevant
T - Time bound
